I get this new interface when I use the CyberSearch but I first thought its just another Cybersearch feature (honestly, It didn't look like that to me). What I think is that maybe Google updated some of their search servers to give the new UI. I've already uploaded a screenshot on Imm.io.
Recently I have seen many small improvements in Google results such as website breadcrumbs. I found an article which may help those who don't use CyberSearch to test the new UI right now! Checkout Mashable.com or Gizmodo.com for this and many other useful stuff.
Just like anyone else, I do like to see changes and I don't know but those filters can be useful I'm just not used to it. Just to check it out, I searched for Google on both and here's the result.
Old: 1,990,000,000 for Google. (0.17 seconds)
New: 1,970,000,000 results (0.14 seconds)
I can see a slight speed boost and reduction of results which can be good news as we're not going to check all 1,990,000,000 results and cleaning junk can be really useful to get what we really want.
